1. Purpose of This Policy
BookCollar is an online marketplace platform that connects customers with independent third-party service providers for in-person services.
This Prohibited Services Policy explains which services may not be offered, requested, booked, advertised, or performed through BookCollar.
This policy is intended to help protect customers, providers, BookCollar, and the marketplace from illegal, unsafe, deceptive, unlicensed, uninsured, exploitative, or high-risk services.
This policy applies to:
- Providers
- Provider applicants
- Customers
- Visitors
- Account holders
- Anyone who creates, requests, books, advertises, offers, or performs services through BookCollar
This policy is incorporated into the Terms of Service, Provider Terms, Provider Standards, and other applicable BookCollar policies.
2. General Rule
Users may not use BookCollar to offer, request, book, arrange, advertise, promote, pay for, or perform any service that is:
- Illegal
- Unsafe
- Deceptive
- Fraudulent
- Exploitative
- Discriminatory
- Sexually inappropriate
- Unlicensed when licensing is required
- Uninsured when insurance is required
- In violation of professional rules
- In violation of local, state, or federal law
- In violation of payment processor rules
- In violation of BookCollar policies
- Harmful to customers, providers, BookCollar, or the public
BookCollar may remove, restrict, suspend, or prohibit any service category, listing, booking, account, or transaction that BookCollar determines creates legal, safety, regulatory, payment, insurance, reputational, or operational risk.
3. Provider Responsibility
Providers are solely responsible for making sure the services they offer and perform are legal, properly licensed, properly insured if required, and compliant with all applicable laws and professional rules.
Providers may not rely on BookCollar's platform, listing tools, category options, or approval process as legal advice or as confirmation that a service is legal.
Providers must not offer a service unless they are legally allowed and properly qualified to perform that service.
Providers must promptly notify BookCollar if they become unable to legally perform a service listed on the platform.
4. BookCollar Review Rights
BookCollar may review, restrict, remove, or reject any service, listing, provider application, booking, or account.
BookCollar may require providers to submit additional information, licenses, permits, certifications, registrations, insurance documents, or written explanations before allowing certain services.
BookCollar may classify services as:
- Allowed
- Allowed with provider attestation
- Allowed only with proof of license
- Allowed only with proof of insurance
- Allowed only after manual review
- Restricted
- Temporarily unavailable
- Prohibited
BookCollar may change service category rules at any time based on legal review, safety concerns, payment processor rules, insurance requirements, business risk, user reports, or platform policy.
5. Illegal Services
Users may not offer, request, book, advertise, pay for, or perform illegal services.
This includes services that violate:
- Federal law
- Utah law
- Other applicable state law
- County law
- City law
- Licensing rules
- Professional rules
- Health and safety rules
- Tax rules
- Payment processor rules
- Court orders
- Regulatory restrictions
BookCollar may report suspected illegal conduct to law enforcement, regulators, payment processors, or other appropriate parties where permitted or required.
6. Sexual Services and Adult Services
BookCollar does not allow sexual services, escort services, prostitution, sexual massage, sexually explicit services, or services involving sexual conduct.
Users may not use BookCollar to offer, request, advertise, pay for, arrange, or perform:
- Sexual services
- Escort services
- Prostitution
- Sexual massage
- Erotic services
- Nude or sexually explicit services
- Sexual content creation services
- Services involving sexual exploitation
- Services involving minors in any sexual or exploitative context
BookCollar may immediately suspend or terminate accounts involved in sexual services or sexual exploitation.
7. Controlled Substances, Drugs, and Illegal Products
Users may not use BookCollar to offer, request, deliver, sell, distribute, promote, or facilitate controlled substances, illegal drugs, illegal drug paraphernalia, or illegal products.
This includes:
- Illegal drugs
- Controlled substances
- Unauthorized prescription drugs
- Drug delivery or distribution
- Drug-related services
- Services performed while impaired
- Any service involving illegal possession, sale, use, or distribution of controlled substances
8. Weapons, Firearms, and Dangerous Items
BookCollar does not allow services involving weapons, firearms, explosives, or dangerous items unless specifically approved in writing by BookCollar after legal review.
Prohibited or restricted services may include:
- Firearm sales
- Firearm transfers
- Ammunition sales
- Weapons training
- Weapons repair
- Explosives
- Fireworks
- Tactical weapons services
- Illegal weapon modification
- Services involving dangerous weapons or equipment
Providers may not bring weapons to service appointments unless legally required and expressly allowed by BookCollar policy.
9. Hazardous, Dangerous, or High-Risk Services
Users may not offer or request services that create unreasonable risk of physical harm, property damage, environmental harm, or legal liability.
Restricted or prohibited services may include:
- Hazardous material handling
- Toxic chemical handling
- Mold remediation
- Asbestos removal
- Lead paint removal
- Biohazard cleanup
- Pest control requiring licensing
- Electrical work requiring licensing
- Gas line work
- Structural work
- Roofing or elevated work requiring licensing or insurance
- Tree removal requiring special equipment or insurance
- Heavy equipment operation
- Dangerous animal handling
- Confined space work
- Other services requiring specialized licensing, insurance, or safety controls
Some high-risk services may be allowed only after legal review, insurance review, and provider credential review.
10. Medical, Health, and Clinical Services
BookCollar does not allow medical, clinical, diagnostic, or health treatment services unless specifically approved by BookCollar after legal review and only where the provider has all required licenses, permits, insurance, and legal authority.
Restricted or prohibited services may include:
- Medical diagnosis
- Medical treatment
- Nursing services
- Therapy or mental health treatment
- Physical therapy
- Chiropractic services
- Prescription services
- Injections
- IV therapy
- Medical testing
- Surgical or invasive procedures
- Dental services
- Services involving medical devices
- Health claims not allowed by law
- Any service requiring a medical license unless specifically approved
General wellness, fitness, beauty, or coaching services may still require legal review depending on the service description and claims made.
11. Childcare, Elder Care, and Dependent Care
BookCollar does not allow childcare, elder care, dependent adult care, babysitting, nannying, in-home care, or similar services unless specifically approved after legal review.
Restricted or prohibited services may include:
- Babysitting
- Childcare
- Nanny services
- Elder care
- Dependent adult care
- In-home care
- Transportation of minors or vulnerable adults
- Overnight care
- Care involving medical needs
- Care requiring background checks, licensing, or special certifications
12. Legal, Tax, Financial, and Professional Advice
BookCollar does not allow unlicensed legal, tax, financial, investment, insurance, accounting, or professional advice services.
Restricted or prohibited services may include:
- Legal advice
- Document preparation that requires legal licensing
- Tax advice
- Tax preparation where licensing or registration is required
- Investment advice
- Financial planning
- Insurance sales or advice
- Accounting services requiring licensure
- Real estate brokerage services requiring licensure
- Immigration advice requiring authorization
- Any professional service requiring a license the provider does not have
BookCollar may require proof of licensing, registration, insurance, or professional authorization before allowing certain professional services.
13. Construction, Trade, Repair, and Home Services
Some construction, repair, trade, home improvement, or property services may require licenses, permits, insurance, bonding, or local approval.
Providers may not offer or perform regulated construction, trade, repair, or home services unless they hold all required licenses, permits, insurance, and legal qualifications.
Restricted or prohibited services may include:
- General contracting
- Electrical work
- Plumbing
- HVAC work
- Gas line work
- Structural work
- Roofing
- Major remodeling
- Permit-required work
- Pest control
- Tree removal
- Demolition
- Other trade work requiring licensing or insurance
BookCollar may allow lower-risk home services only where legally appropriate and properly disclosed.
14. Beauty, Personal Care, Barbering, Cosmetology, Nails, and Esthetics
Certain beauty and personal care services may require professional licensing, facility requirements, sanitation rules, permits, or insurance.
Providers may not offer or perform regulated beauty or personal care services unless they hold all required licenses, permits, certifications, insurance, and legal authority.
Restricted or credential-required services may include:
- Hair services
- Barbering
- Cosmetology
- Nail services
- Esthetics
- Eyelash services
- Waxing
- Makeup services, if regulated
- Tattooing
- Piercing
- Permanent makeup
- Tanning
- Massage or bodywork
- Services involving chemicals, skin, hair, nails, body contact, or sanitation requirements
15. Massage, Bodywork, Fitness, Coaching, and Wellness Services
Massage, bodywork, fitness, coaching, and wellness services may create licensing, insurance, safety, health-claim, and misconduct risks.
BookCollar may prohibit or restrict:
- Massage therapy
- Bodywork
- Physical manipulation services
- Personal training
- Fitness coaching
- Nutrition coaching
- Wellness coaching
- Weight loss claims
- Health improvement claims
- Services involving physical contact
- Services involving medical or therapeutic claims
Providers may not make medical claims unless legally allowed.
16. Transportation, Delivery, and Driving Services
BookCollar may restrict or prohibit transportation, delivery, driving, moving, hauling, or vehicle-related services that require special licensing, insurance, permits, or safety controls.
Restricted or prohibited services may include:
- Passenger transportation
- Rideshare-like services
- Transporting minors
- Transporting vulnerable adults
- Medical transportation
- Moving services
- Towing
- Vehicle repair requiring licensing
- Commercial driving services
- Delivery of regulated goods
- Services requiring commercial auto insurance
17. Food, Alcohol, and Regulated Products
BookCollar does not allow the sale, delivery, preparation, catering, or service of regulated food, alcohol, tobacco, nicotine, cannabis, or similar products unless specifically approved after legal review.
Restricted or prohibited services may include:
- Food preparation
- Catering
- Meal delivery
- Alcohol service
- Bartending
- Tobacco or nicotine products
- Cannabis, THC, CBD, or similar products
- Regulated supplements
- Products requiring age verification
- Products requiring permits or licenses
18. Services Involving Minors
Services involving minors create additional legal, safety, consent, background check, and insurance risks.
BookCollar may prohibit or restrict services involving minors, including:
- Childcare
- Tutoring
- Lessons
- Coaching
- Transportation
- Photography
- Entertainment
- Personal services
- In-home services where a minor is present
- Services where a provider is alone with a minor
19. Financially Deceptive, Fraudulent, or Exploitative Services
Users may not offer or request services that are deceptive, fraudulent, predatory, or exploitative.
Prohibited services may include:
- Get-rich-quick schemes
- Pyramid schemes
- Multi-level marketing recruitment that violates law or platform policy
- Debt relief scams
- Credit repair scams
- Fake business opportunities
- Fraudulent coaching
- Counterfeit goods or services
- Services designed to evade law
- Services that exploit vulnerable people
20. Discriminatory or Exclusionary Services
Users may not offer, request, or perform services in a discriminatory manner.
Services may not exclude, refuse, harass, or mistreat people based on legally protected characteristics or other protected or vulnerable status indicators.
Listings may not include discriminatory language or unlawful service restrictions.
BookCollar may remove listings or accounts that violate anti-discrimination rules.
22. Online Abuse, Hacking, Surveillance, and Data Misuse
Users may not offer or request services involving hacking, surveillance, stalking, data theft, privacy invasion, or unauthorized access.
Prohibited services may include:
- Hacking
- Phishing
- Malware
- Credential theft
- Account takeover
- Spyware
- Unauthorized surveillance
- Stalking assistance
- Doxxing
- Data scraping without authorization
- Selling personal information
- Bypassing security controls
- Unauthorized background checks
- Revenge or harassment services
23. Services Requiring Background Checks
Some services may create a need for background checks or additional screening.
BookCollar may prohibit or restrict service categories where background checks, fingerprinting, professional screening, child safety checks, vulnerable adult checks, or similar safeguards may be legally or practically necessary.
24. Services Outside Provider Qualifications
Providers may not offer services outside their actual qualifications, experience, licenses, permits, certifications, registrations, insurance, or legal authority.
A provider may not list a service merely because BookCollar's platform includes a category or because another provider offers a similar service.
Providers are responsible for confirming that they are qualified and legally allowed to perform each service they list.
25. Services That Violate Payment Processor Rules
BookCollar may prohibit services that violate Stripe, Stripe Connect, card network, bank, or other payment processor rules.
Even if a service is otherwise legal, it may be prohibited on BookCollar if the payment processor does not allow it.
BookCollar may remove listings, cancel bookings, restrict accounts, or hold payouts where required by payment processor rules.
26. Services That Require Manual Approval
BookCollar may require manual approval for higher-risk service categories before providers may list or accept bookings for those services.
Manual approval may require:
- Provider application review
- License upload
- Permit upload
- Certification upload
- Insurance upload
- Background check review, if used
- Legal review
- Safety review
- Service category review
- Additional provider attestations
Approval of one service does not guarantee approval of another service or future continued approval.
27. Customer Requests for Prohibited Services
Customers may not request, pressure, or encourage providers to perform prohibited, illegal, unsafe, or unauthorized services.
Customers may not ask providers to:
- Perform services outside the listing scope
- Perform unlicensed services
- Perform unsafe services
- Perform sexual services
- Perform illegal services
- Avoid platform rules
- Accept off-platform payment
- Ignore licensing or insurance requirements
- Violate law or BookCollar policy
BookCollar may suspend or terminate customer accounts that request prohibited services.
28. Provider Obligation to Decline Prohibited Requests
Providers must decline customer requests that are illegal, unsafe, prohibited, unauthorized, outside the provider's qualifications, or outside the scope of the booked service.
Providers should report prohibited or unsafe customer requests to BookCollar.
Providers may not perform a prohibited service even if the customer requests it, agrees to it, or offers additional payment.
29. Reporting Prohibited Services
Users should report suspected prohibited services, unsafe services, illegal services, fraudulent listings, unlicensed services, or policy violations to BookCollar.
Reports may include:
- Listing link
- Provider name
- Customer name, if applicable
- Booking details
- Messages
- Screenshots
- Photos
- Description of the issue
- Any supporting evidence
In an emergency or immediate safety threat, users should contact emergency services first.
30. Enforcement
BookCollar may investigate suspected violations of this policy.
BookCollar may take action including:
- Rejecting provider applications
- Requiring additional documentation
- Removing listings
- Pausing listings
- Restricting service categories
- Cancelling bookings
- Issuing refunds
- Holding payouts where permitted
- Restricting account features
- Suspending accounts
- Terminating accounts
- Reporting suspected unlawful conduct
- Cooperating with regulators, payment processors, or law enforcement
- Taking legal action
Enforcement decisions may consider:
- Legal risk
- Safety risk
- Customer harm
- Provider harm
- Payment risk
- Insurance risk
- Licensing requirements
- Repeated behavior
- Evidence available
- User cooperation
- Platform integrity
- Applicable law
31. No Waiver
BookCollar's failure to remove a service, listing, category, or account immediately does not mean the service is allowed.
BookCollar may take action at any time if it determines that a service violates this policy or creates unacceptable risk.

33. Policy Updates
BookCollar may update this policy from time to time to reflect legal requirements, safety concerns, payment processor requirements, insurance requirements, licensing requirements, service category changes, operational needs, or business practices.
Updated versions will be posted with a revised effective date or last updated date.
Where required by law or appropriate based on the change, BookCollar may provide notice or require users to accept updated terms.
