1. Purpose of This Policy
BookCollar is an online marketplace platform that connects customers with independent third-party service providers for in-person services.
This policy explains provider responsibilities related to licenses, permits, certifications, registrations, insurance, business authority, and legal qualifications.
This policy applies to providers, provider applicants, and any person or business that wants to offer, list, book, or perform services through BookCollar.
This policy is incorporated into the Provider Terms and should be read together with:

2. Provider Responsibility
Providers are solely responsible for determining, obtaining, maintaining, renewing, and complying with all licenses, permits, certifications, registrations, insurance, approvals, training, and legal qualifications required for the services they offer or perform.
This may include requirements imposed by:
- Federal law
- Utah law
- Other state law, if applicable
- County law
- City law
- Local business licensing authorities
- Professional licensing boards
- Industry regulators
- Health and safety authorities
- Tax authorities
- Insurance carriers
- Contractual requirements
- BookCollar policies
Providers may not offer, advertise, accept, book, or perform any service through BookCollar unless they are legally allowed and properly qualified to perform that service.
3. No Legal, Tax, Licensing, or Insurance Advice
BookCollar does not provide legal, tax, licensing, permitting, accounting, insurance, or professional compliance advice.
Information provided by BookCollar is for platform administration only and should not be treated as legal advice or a complete statement of provider obligations.
Providers should consult qualified legal, tax, insurance, or licensing professionals about their obligations.
4. Provider Application Requirement
Providers are not automatically approved to offer services on BookCollar.
A person or business that wants to become a provider may be required to:
- Apply through the platform
- Complete provider onboarding
- Provide accurate personal or business information
- Select service categories
- Submit required licenses, permits, certifications, registrations, or insurance documents
- Complete payment processor onboarding
- Accept the Provider Terms
- Accept this policy
- Accept applicable provider standards and prohibited services rules
- Wait for BookCollar review or approval before publishing listings or accepting bookings
BookCollar may approve, deny, pause, restrict, suspend, or remove provider access based on licensing, insurance, compliance, safety, fraud, payment, or policy concerns.
5. Service Category Review
Different service categories may have different legal, licensing, insurance, and compliance requirements.
BookCollar may classify service categories as:
- Generally allowed
- Allowed with provider attestation
- Allowed only with uploaded license or permit
- Allowed only with uploaded insurance
- Allowed only after manual review
- Restricted
- Prohibited
BookCollar may change category requirements at any time based on legal review, safety concerns, business risk, insurance requirements, payment processor requirements, or platform policy.
6. Required Licenses, Permits, Certifications, and Registrations
Providers may be required to hold and maintain licenses, permits, certifications, registrations, or approvals before offering certain services.
Examples may include:
- State professional licenses
- Utah occupational or professional licenses
- City business licenses
- County business licenses
- Home-based business licenses, if applicable
- Trade licenses
- Health or sanitation permits
- Beauty, cosmetology, barbering, nail, esthetics, or similar licenses, if applicable
- Massage or bodywork licenses, if applicable
- Contractor or specialty trade licenses, if applicable
- Childcare, elder care, medical, health, legal, financial, or other regulated licenses, if applicable and allowed
- Event, food, transportation, or other permits, if applicable and allowed
- Other legal qualifications required for the service category
7. Provider Attestations
BookCollar may require providers to attest that:
- They are legally allowed to offer and perform the services they list
- They hold all required licenses, permits, certifications, registrations, and approvals
- They will maintain all required credentials while using BookCollar
- They will not offer regulated services without required legal authority
- They will not submit false, expired, altered, misleading, or unauthorized documents
- They will notify BookCollar promptly if required credentials expire, are suspended, are revoked, become invalid, are restricted, or cannot be verified
- They will comply with all laws, regulations, and professional rules applicable to their services
- They are responsible for their own insurance and legal compliance
8. Document Upload Requirements
BookCollar may require providers to upload documents before approval or continued use of provider features.
Documents may include:
- Licenses
- Permits
- Certifications
- Registrations
- Insurance certificates
- Business licenses
- Professional credentials
- Proof of training
- Proof of authorization
- Renewal documents
- Other compliance records requested by BookCollar
BookCollar may require documents during:
- Provider application
- Provider onboarding
- Listing creation
- Service category approval
- License renewal review
- Insurance renewal review
- Account review
- Dispute review
- Safety review
- Legal or compliance review
Providers must make sure all uploaded documents are accurate, current, complete, unaltered, and authorized.
9. BookCollar Review of Documents
BookCollar may review uploaded provider documents to determine whether they appear valid based on information available to BookCollar.
BookCollar's review may include checking:
- Provider name
- Business name
- License number
- Issuing authority
- Expiration date
- Service category coverage
- Visible inconsistencies
- Document completeness
- Insurance coverage dates
- Insurance limits, if required
- Whether the document appears to match the provider or provider business
BookCollar may also use third-party tools, public databases, issuing agency websites, or manual review where appropriate.
However, BookCollar's review does not guarantee that a document is valid, that a provider is legally qualified, that a provider will remain qualified, that a provider has all required credentials, or that a provider will perform services safely, lawfully, or professionally.
10. No Guarantee to Customers
Unless BookCollar expressly states otherwise in writing, BookCollar does not guarantee that:
- A provider holds every required license
- A provider holds every required permit
- A provider holds every required certification
- A provider holds every required registration
- A provider holds valid insurance
- A provider is legally qualified for every service
- A provider's credentials will remain current
- A provider will perform services safely
- A provider will perform services professionally
- A provider will meet customer expectations
Customers are encouraged to review provider information, ask appropriate questions, and use reasonable judgment before booking.
11. Expiration Dates and Renewal
Providers are responsible for tracking expiration dates and renewing required licenses, permits, certifications, registrations, insurance, and credentials before they expire.
BookCollar may request updated documents before or after expiration.
BookCollar may send reminders, but providers remain responsible for timely renewal even if no reminder is sent.
Failure to renew required credentials may result in account restrictions.
12. Expired, Invalid, Suspended, or Revoked Credentials
If a provider's required license, permit, certification, registration, insurance, or credential expires, becomes invalid, is suspended, is revoked, is restricted, cannot be verified, or appears insufficient, BookCollar may take action.
Actions may include:
- Pausing the provider account
- Pausing affected listings
- Preventing new bookings
- Cancelling affected bookings
- Notifying affected customers where appropriate
- Requiring updated documentation
- Requiring additional review
- Restricting provider tools
- Holding or delaying payouts where permitted
- Suspending the provider account
- Removing the provider from the platform
- Reporting suspected fraud or unlawful conduct where appropriate
A provider may not resume affected services until BookCollar determines that updated documents satisfy platform requirements.
13. Pending Bookings During License or Insurance Issues
If a provider's required license, permit, certification, registration, insurance, or credential issue affects pending or confirmed bookings, BookCollar may take action.
Possible actions include:
- Cancelling affected bookings
- Pausing affected bookings
- Notifying customers
- Helping customers reschedule
- Issuing full or partial refunds
- Holding provider payouts
- Requiring provider documentation before service occurs
- Restricting the provider from accepting new bookings
- Taking other action permitted by the Provider Terms
14. Insurance Requirements
BookCollar may require providers to maintain insurance for certain service categories.
Insurance requirements may vary based on:
- Service category
- Legal requirements
- Industry practice
- Risk level
- Whether services occur at customer homes
- Whether services occur at provider locations
- Whether providers use tools, chemicals, vehicles, equipment, or physical labor
- Whether the service creates property damage risk
- Whether the service creates personal injury risk
- Whether the provider has employees, assistants, subcontractors, or team members
Possible insurance types may include:
- General liability insurance
- Professional liability insurance
- Errors and omissions insurance
- Commercial auto insurance
- Workers' compensation coverage, if applicable
- Cyber/privacy insurance, if applicable
- Other insurance appropriate for the provider's service category
15. Proof of Insurance
If insurance is required, providers may be required to upload proof of insurance.
Proof of insurance may include:
- Certificate of insurance
- Policy declarations page
- Coverage dates
- Coverage limits
- Insurance carrier name
- Named insured information
- Additional insured endorsement, if required
- Other insurance documentation requested by BookCollar
Providers must ensure insurance information is accurate and current.
BookCollar may pause or restrict accounts, listings, bookings, or payouts if required insurance information is missing, expired, insufficient, or cannot be verified.
16. Additional Insured Requirement
BookCollar may require certain providers or service categories to name BookCollar as an additional insured on applicable insurance policies.
If required, providers must provide proof that BookCollar has been added as an additional insured.
17. Provider Responsibility for Employees, Assistants, Subcontractors, or Team Members
If a provider uses employees, assistants, subcontractors, contractors, or team members, the provider is responsible for making sure those individuals are properly qualified, licensed, insured, and legally allowed to perform the services.
Providers are responsible for:
- Their team's conduct
- Their team's compliance with law
- Their team's licensing
- Their team's insurance
- Their team's taxes
- Their team's wages
- Their team's safety
- Their team's policy compliance
- Any harm, loss, claim, or dispute caused by their team
BookCollar may require additional information about any person who performs services connected to the platform.
18. Home-Based Businesses and Local Licensing
Some providers may operate from a home, studio, salon suite, mobile setup, customer location, event location, or other location.
Providers are responsible for determining whether their business location, service location, or service model requires:
- City business license
- County business license
- Home occupation permit
- Zoning approval
- Health department approval
- Fire or safety inspection
- Professional licensing
- Other local authorization
BookCollar does not provide local licensing advice.
19. Regulated or Higher-Risk Service Categories
Certain service categories may require special review before being allowed on BookCollar.
These may include:
- Beauty services
- Barbering
- Cosmetology
- Nails
- Esthetics
- Massage or bodywork
- Fitness or coaching
- Home repair
- Construction or trade work
- Cleaning involving chemicals
- Auto services
- Event services
- Food-related services
- Transportation-related services
- Childcare
- Elder care
- Health or medical services
- Legal, financial, or tax services
- Services involving minors
- Services involving homes or private property
BookCollar may restrict, prohibit, or require additional documentation for these categories.
20. Prohibited Services
Providers may not offer services that are illegal, unsafe, deceptive, exploitative, unauthorized, or prohibited by BookCollar.
BookCollar may prohibit services that involve:
- Illegal activity
- Sexual services
- Controlled substances
- Weapons
- Hazardous materials
- Unlicensed regulated work
- Medical or health services unless approved and properly licensed
- Childcare or elder care unless approved and legally reviewed
- Legal, tax, or financial advice unless approved and properly licensed
- Construction or trade work unless approved and properly licensed
- Services involving minors in a way that creates legal or safety concerns
- Other categories determined by BookCollar

21. Provider Duty to Update BookCollar
Providers must promptly update BookCollar if there is any change affecting their legal ability to offer or perform services.
This includes changes to:
- Licenses
- Permits
- Certifications
- Registrations
- Insurance
- Business licenses
- Legal authority
- Service location
- Business status
- Personnel performing services
- Service category eligibility
- Disciplinary actions
- Government investigations
- Complaints or restrictions affecting the provider's ability to perform services
Failure to update BookCollar may result in account restrictions, booking cancellation, payout holds, suspension, or removal.
22. False or Misleading Documents
Providers may not submit false, altered, expired, misleading, stolen, borrowed, or unauthorized documents.
Submitting false or misleading documents may result in:
- Application denial
- Account restriction
- Listing removal
- Booking cancellation
- Payout hold
- Suspension
- Permanent removal
- Reporting to payment processors, regulators, or law enforcement where appropriate
- Legal action
BookCollar may preserve submitted documents and related records for fraud prevention, legal compliance, dispute resolution, and enforcement purposes.
23. Provider Classification
Nothing in this policy changes the provider's independent status.
Providers remain independent third-party service providers and are not employees, agents, partners, joint venturers, franchisees, or representatives of BookCollar.
BookCollar's requirement that providers submit licensing, insurance, or compliance documents is intended to support marketplace safety, legal compliance, customer trust, and platform integrity. It is not intended to control the manner or means by which providers perform services.
24. Recordkeeping
BookCollar may keep records related to provider licensing, insurance, compliance, review, and enforcement.
Records may include:
- Uploaded documents
- Expiration dates
- Review status
- Provider attestations
- Provider communications
- Internal review notes
- Account restrictions
- Renewal records
- Dispute records
- Safety records
- Fraud records
- Enforcement records
Retention of these records will be handled according to BookCollar's Privacy Policy, legal obligations, tax/accounting requirements, fraud prevention needs, safety needs, and legitimate business purposes.

BookCollar may update this policy from time to time to reflect legal requirements, service category changes, licensing requirements, insurance requirements, safety concerns, payment processor rules, operational needs, or business practices.
Updated versions will be posted with a revised effective date or last updated date.
Where required by law or appropriate based on the change, BookCollar may provide notice or require providers to accept updated requirements before continuing to use provider features.
